This dataset depicts the Kittias County Solar Power Production Facilites (SPPFs) Overlay, pursuant to Kittitas County Code 17.61C. This dataset was derived in part from the Washington Department of Agriculture (WSDA) Agricultural Land Use dataset. The dataset was used to identify currently cultivated lands within Kittias County with conservation value as agricultural resources. These lands were desingated as Zone 1, where SPPFs are prohibited, and other lands within th County were designated as Zone 2, where SPPfs are allowed with Conditional Use Permit approval. Kittitas County identified all of the parcels within the “Green” and “ Yellow” zones of the Kittitas County Water Bank. The project team reviewed each subdivision within those areas to identify the project’s proposed water use and purpose based on a set of criteria identified based on the court case Campbell vs. Gwinn (March 28, 2002). The assessment for this layer was conducted using a flow chart (available upon request) based on parcel subdivision criteria , common ownership, roads, utilities, development schedules, total number of lots , etc. The purpose of this layer is to help current and potential parcel owners identify the process in which they would go through to obtain water mitigation.

Geologic data for this layer came from the USGS (the surface geology 100k GIS dataset, intended for for use in regional spatial analyses and other digital applications and for providing a framework for planning and land management and evaluating geologic hazards and resources), which was obtained by directly contacting USGS, and wellhead data for this layer came from the Washington Department of Health's wellhead protection area GIS dataset. This GIS layer reflects the maps in the most recent Kittitas map updates to the County's CAO (as of February 18, 2022).
